Ohio's Multi-Agency Radio Communications System (MARCS) is an 800 MHz trunked
radio and data network that will serve 14 state agencies including Highway
Patrol, Natural Resources, Transportation, Administrative Services, Liquor
Control, Taxation, Rehabilitation and Correction, Environmental Protection,
State Fire Marshall, Emergency Management, Attorney General, Public Utilities
Commission, Youth Services and the Ohio Turnpike Commission. MARCS is
estimated to cost approximately $175 million and will provide the following
benefits for the citizens and for state/local government:

- Central Dispatching (consolidating 57 OSHP dispatching sites into 2 or 3
central sites) - Computer Aided Dispatch - Mobile Data Computers -
Automatic Vehicle Locate - Telephone Interconnect - Multi-agency
communications during emergencies (including local sheriff and emergency
management agencies) - Full portable coverage in major metropolitan areas
and at all state prisons - Portable coverage using mobile extenders in rural
areas - Spectrum efficiency - Cost-effective system shared by 14 agencies
saving tax dollars - Provides a backbone for future expansion (i.e.
telephone, data, video) - Digital technology provides for voice and data
encryption - State-of-the-art communications for rural agencies at a
fraction of the cost of building their own system

The State has contracted with the quality assurance firm of Buford Goff &
Associates, Columbia, South Carolina, who is assisting us in the proposal
reviews, contract award, and will be overseeing system construction to ensure
compliance with contract specifications. Two vendors, Ericsson-GE and
TRW-Motorola, are bidding for the project. Contract award was anticipated by
mid-1997. Installation should begin early 1998 to be completed by 2002.

used for system testing and development.
