Yo...

If you read this RMP in a novel about New York City cops or maybe even a
police radio designation, it is likely for "Radio Motor Patrol" - the
term was used widely waaaaaaaay back when the cops first got one-way
communications in their cars. The only place I know of the term's
current use is in New York, although I don't think it is too common
anymore.

The Below is from the New York Police Museum's web site:

http://www.nycpolicemuseum.org/html/faq.html

WHEN DID THE N.Y.P.D. FIRST BEGIN USING RMP'S (RADIO MOTOR PATROL CARS)?

The first radio motor patrol car was used in 1917. However, the radio
inside the vehicle could only receive messages. This required the
officers to pull over to a call box and acknowledge the messages when
received. In 1937, technology had improved and two-way radiotelephones
were installed in RMPs.

"RMP" also means "Royal Military Police" - the United Kingdon's (and
maybe other countries') MPs.

I think it's an old term that means "Radio Motor Patrol" or something
like that - it means a police car.
