Bandplan "Charlie" is in use at some orbital location visible to the
western USA - Signals are not very strong, so a minimum necessity for
monitoring is a good, sensitive reciever and an antenna (such as a
discone)
that is tuned to the appropriate frequencies. An antenna for other bands
will not work well enough, and it's best to use a beam antenna pointed
at
the geostationary satellites.
Most communications on the FLEETSATCOM satellites will be scrambled,
either
with DES-type digital, or Coast Guard (and Navy) type TDM (Time Division
Multiplex - the "turkey-gobbler" sound). There is, however, some
non-critical clear voice, and some circuit setup comms in the clear
prior
to scramble start. The AFSATCOM channels are narrowband digital mode,
ALWAYS scrambled.
