First decision... digital vs analog.
I originally had a analog trunking receiver and had to replace it when all
the local services went digital.
But digitals (which do analog too) cost much more with much less selection.

That said, I'd go digital... analog is on it's way out
Low end, but still very functional - Radio Shack Pro96 (digital/analog)
GRE's are same as Radio Shacks
Uniden BCD's (digital/analog) are better, but more expensive
You might consider EBAY, some deals out there (some busted / junk too),
safer with paypal.
You can get a used (but completely ok) Pro-96 for maybe $260 (for
comparison, Pro-97 are less than $80) , a Uniden BCD396 for maybe $450
If you are considering analog only, you have to be careful about Pro-97's,
they don't support the rebanding of police/fire trunk frequencies in the 800
MHz band caused by moving the cellphone freqs... with normal luck, your
local services would be rebanded and the 97 unable to follow them.
(could explain why they are so cheap on Ebay!)
Setting up trunking can be complex, I would buy PC interface and software to
help and consult radioreference.com for help in setting up the tables for
your area.
Second, I have the Uniden BCD996T and the GRE PSR-500 and PSR-600. The
GRE units are both better than the Uniden. I started with the Uniden and
never got good reception or audio quality, even with the recent firmware
upgrades from Uniden. I first bought the PSR-500 handheld and it worked
so much better than the Uniden, I bought the PSR-600 to replace the
Uniden. It's night and day difference with the GRE's being the day!
