Newbie - Please Help

just bought myself a GRE PSR-255 today and I'm very much a beginner at this.
My scanner has been 'scanning' through all frequencies for a good while now
and I've only been able to pick up a couple of transmissions on one
particular frequency (456.775 Blackpool Pleasure Beach) but I've had nothing
since then.
I programmed in some local police and fire brigade frequencies but they are
very very quiet.
Is it just pot-luck in that you could be scanning for ages and not find
anything???? Can I assume that it might get busier later on in the evening
on the police frequencies, especially on a Saturday night?
Incidentally, my brother-in-law bought the exact same model from the same
shop a few days ago but he took it back because he couldn't get anything on
it.
Any advice will be greatly appreciated (just had another transmission from a
taxi firm in Morecambe 165.100)!!

Persisting, a BATF informant persuaded Weaver, a DECORATED GREEN BERET

in "resume condition".
When it is a risk management person saying he "wants to explain how it works
here", I write it up as a security incident.

You may find that most, if not all the police in your area have gone digital
(you shall not be able to get them) this is typical almost nationwide.
If you are near Blackpool you should be able to get a few marine channels
with something on, try 156.000 to 162.000 fm, or there are the radio hams on
144.000 to 146.000fm. it has gone fairly quiet now with the demise of the
police frequencies
