I've heard RTA and know what it is but earlier I heard about an RTC.
Assuming RT is road traffic what is C? Or am I just being dumb and its
crash?

I've generally heard it referred to as TA for traffic accident, so I'm
guessing TC would be traffic crash.
Network reporters in choppers above LA that I've heard generally call them
TA's.

RTC - Road Traffic Collision.
New policy - there's no such thing as an accident, it's always someone's
fault!

This is right - it seems some Polices forces etc have decided to use the
word "crash" instead of "accident". Even the Accident Investigation Units
are now signwritten "Crash Investigation Units" and the "can you help?"
signs put up at the scene of RTA/RTCs now say "Crash" not "Accident".

Quite what the ITAI (The Institute of Traffic Accident Investigators) make
of this I'd be curious to know...

The C is for collision - a lot of forces use RTI as well for Road Traffic
Incident
