Location

Primary place of performance is two days per week on-site in Crownsville, MD, and three days per week telework.



Duration

12 months from the NTP date, with 2, one-year renewal options exercisable at the discretion of the State.



Description/Role

Background: The Maryland Department of Information Technology (DoIT) Operations team is looking for an experienced Senior Project Manager to oversee the full project management life cycle and software development life cycle for the implementation of highly complex, large-scale, strategic IT initiatives.



The Senior Project Manager (PM) is responsible for ensuring the overall success of the DoIT project(s) implementation according to the project schedule and budget. The Senior PM will work closely with the Maryland State Agencies, multiple DoIT units, and other vendors to define business requirements, track deliverable status, monitor project schedules, and validate service provider invoices. This role encompasses review and validation of business/functional/technical requirements, project management, and program management responsibilities.



NOTE:

Proposed candidates must be authorized to work within the United States for at least 120 days following the NTP date. Proof of work authorization will be requested prior to on-boarding of candidate.
Candidate must clear State Background check.

The Senior Project Manager oversees the full project management life cycle and software development life cycle for the implementation of highly complex, large-scale, strategic IT initiatives in the office of Maryland Department of Information Technology (DoIT).

The Senior Project Manager (PM) is responsible for ensuring the overall success of the DoIT projects implementation according to the project schedule and budget. The Senior PM will work closely with multiple State Agencies, multiple DoIT units, and other vendors to define business requirements, track deliverable status, monitor project schedules, and validate service provider invoices. This role encompasses review and validate business/functional/technical requirements, project management, and program management responsibilities.

Duties/Responsibilities: Include but are not limited to the following:
1. Lead and facilitate regularly recurring meetings with service teams and review outstanding service delivery tasks to understand and address any barriers to their timely completion.

2. Develop Service Request/Project Status Dashboard for Service Owners, Executive Management, and present on a regular basis.

3. Develop and track overall schedules and timelines for operations tickets and projects.

4. Ensure level of effort and target completion date are developed for each operations request.

5. Develop task lists and schedules related to the fulfillment of requests which require work from multiple operations teams.

6. Coordinate service delivery activities related to the fulfillment of requests which require work from multiple operations teams.

7. Evaluate operations requests to identify if dedicated project management is needed.

8. Develop project planning documents and perform project management activities related to significantly complex or high-profile projects.

9. Develop project planning documents and perform project management activities related to operations development projects, as determined within the reporting structure.

10. The Sr. Project Manager shall be required to comply with all applicable laws, regulations, policies, standards, and guidelines affecting Information Technology projects, which may be created or changed periodically. It is the responsibility of the Operations Project Manager to ensure adherence and to remain abreast of new or revised laws, regulations, policies, standards, and guidelines affecting project execution. · A consistent methodology for all activities required under the Payment Gateway Transition and Implementation Project.

Education
1. Bachelor's degree in Computer Science, Engineering or equivalent work experience required.

2. Current Certifications: PMP, SAFe Agilist and AWS Certified Cloud Practitioner



Required Experience
4. At least (5) years PM IT experience in working with Maryland State agencies.

5. Experience with IAM (Okta or similar products). Must have a successful track of implementing and managing IAM solutions for Cloud based modernization solutions.

6. Technical project management experience managing several projects simultaneously.

7. Knowledge of IT security frameworks (e.g., NIST 1075, FedRam, etc.).

8. Knowledge of Business Ops with MIS Reporting, Ticket Management, Order fulfillment, Forecasting & Planning,

9. At least (5) years in a combination of the following: Progressive broad-based information systems Project Management experience (which could include consulting) with state-of-the- art hardware and software systems is desirable; knowledge in operations and maintenance in new computing architectures and networked computing structure.

10. Experience in managing and execution of multiple related operational requests / projects simultaneously.

11. Experience working in a matrixed environment.



Preferred Experience
1. Experience in Service Now is a plus.

2. Knowledge of State Government policies and practices.
