Some radios have both FRS operation and higher power gmrs operation. I've
seen the things sold at Sam's club. And they can be illegal, depending upon
usage.

Unfortunately, some folks simply don't read everything about a given rig and
automatically assume they are legal (or illegal). The cure is simple; read
the regulations, read the description of the manual, and figure it out.
