Ah, would that my manager had learned this, before he handed me
responsibility but no authority all those years ago. That was truly
the "Worst job I *ever* had".

I wonder if Comiskey picked it up from [more or less] the same source
I did. [USMC NCO School, 1970]

On his website, http://www.agoodlawyer.com/, he has among his
accomplishments "Special Counsel, Commandant, U.S. Marine Corps, 1976.
Chief Trial Counsel, Marine Corps Air Station, Beaufort, South
Carolina, 1976-1978." and "Major, USMC: Aviation, 1969-1973".

OTOH-- it has probably been a maxim since about a week after someone
delegated something that went awry.

systems for the purpose of delegating authority with a minimum of
errors, is not crucial.
