It's not Latin. It's nonsense.
It doesn't mean anything. It's called "greeking" -- it's filler or
placeholder text that publishers and graphic designers use to
designate a text block, without actually putting anything specific in
the text block. It's used a lot when putting together a basic layout.
It allowed you to show what the text will look like on it, without
requiring any actual text from the client.
