PI shuts down conversation (Question to group)

At Crossroads gym in Grand Junction, CO. I was told to talk to them to get them away. The first day the PI really didn't want to talk. The second day he wore earphones This is in locker room). I talked anyways. He told me curtly he really didn't need this right now. I was telling him what was going on was illegal. He was slim male, tan, really short dark hair, some gray in it, white male, mid 40s. How do I continue conversation with him?
