LOS ANGELES (Reuters) -- A confidential report by the Justice Department's former campaign finance investigator, kept sealed by Attorney General Janet Reno for nearly two years, found a "pattern of conduct" on the part of White House officials, including President Clinton, that warranted an independent counsel probe, the Los Angeles Times reported Friday.

"The campaign finance allegations ... present the earmarks of a loose enterprise employing different actors at different levels who share a common goal: Bring in the money," said an edited version of the 94-page report by former Justice investigator Charles LaBella, which was obtained by the Times.

Since the report was submitted nearly two years ago it has been kept sealed by the attorney general, who even after being threatened with contempt defied congressional pressure to release it. Only a handful of congressional members and aides have been allowed to read the report and then only under strictly controlled circumstances.

In the document, LaBella accused Reno's top advisers of applying double standards in endorsing independent counsels to investigate Cabinet-level officials while opposing them in similar or stronger cases against top White House officials, the Times said.

Among those singled out for special treatment, according to the LaBella report, were the president, Vice President Al Gor

     Five Northrop Grumman employees were so intimidated by White House
threats of jail that one was nearly fired when she refused to tell her own
bosses about the administration's failure to turn over thousands of e-mail
messages under subpoena.
     Newly obtained information shows the White House threatened to have the
five employees jailed after they found — and reported — a glitch in the White
House computer system that prevented the discovery of more than 100,000 White
House messages involving campaign finance abuses, Monica Lewinsky, Chinagate
and Filegate.
     The threat came from Laura Crabtree, White House customer-support branch
chief, during a June 15, 1998, meeting in her office after the discovery by
Northrop Grumman of the computer glitch, according to lawyers and others
familiar with the growing scandal. She told the employees the matter was
extremely sensitive, warned them not to tell anyone about it without explicit
authorization and said the consequences would be a jail cell.
     One of the Northrop Grumman employees, all of whom worked on a
technical-support contract for the Executive Office of the President, was
given 30 minutes to change her mind or be fired for insubordination when she
refused — as ordered by the White House — to tell her immediate supervisors
about the e-mail problem.

like" your cookie in that kindergarten kid's lunch bucket?...and you beat up
that little kid and took her cookie?...and you got caught...and when you
went before the village's People's Court in the politically correct school
you went to every day...and how you explained that it looked like your
cookie to the People's Court committee...while the other kid could only
stand there and say it "IS" my cookie...and the NEA second grade teacher
that was watching your scam smiled at you...whispered something to the
People's Court committee chairperson's ear...and they came back with the
verdict that the other kid was guilty and an obvious member of the
vast-right-wing-conspiracy...and they had her beaten with bull whips twice a
day for a week...and you watched and really enjoyed watching...and then your
teacher turned your name in to the DNC as a candidate for future

You're an idiot. This isn't about guilt you moron. Its about whether
or not there was sufficient reason for Reno to appoint and independent
counsel. Her own hand picked investigator and the Director of the
FBI, appointed by Clinton, said there was reason to investigate. Reno
declined. This is about sweeping evidence under the rug. Its about
letting possible corruption go unchecked. Do you understand the
difference betwween appionted investigator and political appointee?

I would love to know exactly how much corruption you are willing to
tolerate in your government. If you want to be lead by a corrupt
dictator why don't you move to Iraq?

goverment should have the right to intimidate and bully it citizens.
