Why should prosperous states pay for Bihar's inefficiencies and that too only to allow the congress party to gain politically.

The money in the treasury belongs to the people of India. To just use
this money in order for the congress party to win over alliances
cannot be permitted. This is ludicrous. If this kind of nonsense is
allowed India as a nation is finished. Its bad enough that prosperous
states like Gujarat are discriminated against by the congress party
but now to use the resources of Gujarat in order to win votes
elsewhere is a bit too much. If this kind of nonsense is not stopped
than the future of India is finished. The money in the treasury must
be used for overall development of the country and cannot be state
specific. That is nothing but buying votes and that too of money from
elsewhere. It is injustice on multiple levels and most not be allowed.
