WASHINGTON — The Iowa livestock industry giant that's being blamed for
a multistate salmonella outbreak linked to its eggs has a long history
of environmental, immigration and labor violations.

An egg recall first announced last week was expanded Wednesday to 380
million eggs — the equivalent of nearly 32 million dozen-egg cartons.
Hundreds of people have been sickened in a salmonella outbreak linked
to eggs in three states and possibly more.

Wright County Egg in Galt, part of the DeCoster family agribusiness
operations, had shipped the eggs over a three-month period to
wholesalers, distribution centers and food service companies in
California, Illinois, Missouri, Colorado, Nebraska, Minnesota,
Wisconsin and Iowa. The companies distribute eggs nationwide.

Wright County Egg is being sued for allegedly causing the salmonella
poisoning of a Wisconsin woman, and a dozen more lawsuits linked to
the outbreak are in the works, said Bill Marler, a Seattle lawyer who
specializes in food poisonings.

The federal Centers for Disease Control and Prevention said this week
that it had seen a fourfold increase in the usual number of cases of
salmonella enteritidis, a strain associated with eggs. The CDC said it
received reports of about 200 enteritidis cases every week during late
June and early July. More than 260 illnesses in California have been
linked to the outbreak. Minnesota has tied at least seven salmonella
illnesses to the eggs.

No deaths have been reported, said Christopher Braden, a CDC
epidemiologist.

The DeCoster operations have had several violations:

• The founder, Austin Jackson DeCoster, pleaded guilty to federal
immigration charges in 2003 and paid a record $2.1 million in
penalties.

• In 2002, the federal Equal Employment Opportunity Commission imposed
a $1.5 million penalty for mistreatment of female workers, including
charges of rape, sexual harassment and other abuse.

• In 2001, the Iowa Supreme Court ruled that DeCoster, a repeat
violator of state environmental laws, could finance, but not build,
hog confinement operations for his son, Peter DeCoster, who is now
closely involved with the Wright County egg operations.

• Earlier this year, the elder DeCoster paid a fine to settle state
animal cruelty charges against his egg operations in Maine. [. . .}

Bush Budget Would Reduce Funding for FDA Safety Inspections of Foreign
Drug Plants

The fiscal year 2006 budget proposal released last week by President
Bush would reduce funds for almost all.... FDA inspection programs, such
as those that review imported foods and prescription drug manufacturing
facilities abroad, USA Today reports. Under the budget proposal, the
number of U.S. food safety inspections made next year would decrease by
5% from this year's estimate, the number of inspections of prescription
drug manufacturing facilities abroad would decrease by 5.8% and the
number of inspections of U.S. blood banks would decrease by 4.7%. Some
experts have raised concerns that a reduction in FDA inspections could
leave the United States more vulnerable to counterfeit prescription
drugs or improperly manufactured products. "We don't want to end up with
a buyer-beware market for necessary medicines," according to Sarah
Sellers, an FDA adviser, pharmacist and medication safety expert. In a
statement, FDA officials said that the agency would focus inspections on
areas with the highest risks. "Intelligent, risk-based inspections are
more important than absolute numbers of inspections. (The agency) is
committed to carrying out our mandate of promoting and protecting the
public health," the statement said. Bush proposed the reduction in funds
for FDA inspections "amid criticism the FDA failed to inspect often
enough a long-troubled British vaccine plant that the United States had
counted on for half of its flu vaccine supply," USA Today reports. In
response, FDA officials have said that the agency will begin to inspect
vaccine manufacturing facilities every year, rather than every two years
as required by law (Appleby, USA Today, 2/15).

Obama Calls for More Funds for VA Health Care
In other budget news, Sen. Barack Obama (D-Ill.) on Monday said that the
Department of Veterans Affairs requires at least $4 billion more than
Bush requested in his budget proposal to ensure adequate health care and
disability payments for veterans, the Chicago Sun-Times reports (Reed,
Chicago Sun-Times, 2/15). The budget proposal would require about two
million higher-income veterans without service-related conditions to pay
a $250 annual fee, as well as an $8 increase in copayments for
prescription drugs, for FY 2006. Under the proposal, total funds for VA
would increase to $68.2 billion, or by 1%. The budget proposal would
eliminate federal funds for a program that provides long-term care for
veterans and reduce funds for VA nursing home care by $351 million,
which could lead to the elimination of about 5,000 nursing home beds
administered by the department (Kaiser Daily Health Policy Report,
2/11). At a press conference in Chicago, Obama, a member of the Senate
Veterans' Affairs Committee, called Bush "bull-headed" and said that the
budget proposal does not consider increased demand from veterans who
return from Iraq. "When you adjust for inflation, the president's budget
has even less money for veterans than it had a year ago," Obama said,
adding, "We have a tendency to applaud our Armed Forces when they are
overseas and in uniform and have a tendency to forget about them when
they come home" (Chicago Sun-Times, 2/15). The Senate Veterans' Affairs
Committee plans to address the budget proposal on Tuesday, and the House
Veterans' Affairs Committee plans to consider the proposal on Wednesday

Bush and his craven crew knee-capped all federal agencies whose
missions were or potentially capable of reducing the profits of Bush's
big business buddies. This was especially noticeable in consumer and
environmental protection organizations.

Fines and other penalties levied by such as the FDA that might harm
manufacturing, testing, production, distribution, research, and
development of goods and services were effectively disabled by budget
cuts, policy changes, and government fiat.

Bush is gone, but many of the flunkies that oversaw these agencies are
still around.

So don't expect to see the repair or improvement in consumer
protection measures and policies for a few years, at least.

As for eggs, I quit eating them decades ago. My mother fed eggs to us
for the protein, but they always reminded me of eyeballs and snot.

Just as yogurt tastes like cat vomit, and KFC and Popeyes fried
chicken resemble boogies-on-a-bone!

Despite Food Scares, FDA Cuts Inspections
Former Bush Official Among Critics Who Charge Cuts Threaten Public

(AP) The federal agency that's been front and center in warning the
public about tainted spinach and contaminated peanut butter is
conducting just half the food safety inspections it did three years
ago.

The cuts by the Food and Drug Administration come despite a barrage of
high-profile food recalls.

"We have a food safety crisis on the horizon," said Michael Doyle,
director of the Center for Food Safety at the University of Georgia.

Between 2003 and 2006, FDA food safety inspections dropped 47 percent,
according to a database analysis of federal records by The Associated
Press.

That's not all that's dropping at the FDA in terms of food safety. The
analysis also shows:


There are 12 percent fewer FDA employees in field offices who
concentrate on food issues.


Safety tests for U.S.-produced food have dropped nearly 75 percent,
from 9,748 in 2003 to 2,455 last year, according to the agency's own
statistics.


After the Sept. 11 attacks, the FDA, at the urging of Congress,
increased the number of food inspectors and inspections amid fears
that the nation's food system was vulnerable to terrorists. Inspectors
and inspections spiked in 2003, but now both have fallen enough to
erase the gains.

"The only difference is now it's worse, because there are more
inspections to do — more facilities — and more food coming into
America, which requires more inspections," said Tommy Thompson, who as
secretary of the Department of Health and Human Services pushed to
increase the numbers. He's now part of a coalition lobbying to turn
around several years of stagnant spending.

The Bush administration's budget request for 2008 includes an

additional $10.6 million for food safety at the FDA; the lobbying
group said 10 times that increase is needed. Even though the FDA
increased its overall spending on food between 2003 and 2006, those
increases failed to keep pace with rising personnel costs.

"It's not just outsiders like us who have been watching it for a
while. People who worked in the Bush administration are coming out and
saying the agency is not working at its current resource levels. It
just can't manage the job," said Caroline Smith DeWaal, director of
food safety at the Center for Science in the Public Interest, an

be in Philly the next day.
I found that interesting.
I asked him if he just woke up one morning and decided to travel from
Clearwater to Philly the next day on a whim or was this a planned
trip.

Because either way he looks like a coward.

But really, I never believed he had any intentions of meeting up.
