No, not quite right. The Liberal would first raise taxes on the drowing
man, on the assumption that he must have been a rich man to be at the
beach in the first place. Then the liberal would pass a bill calling for
a subsidy for rope makers. Also needed would be a law requiring
preferential policies in the hiring of rope makers, and a bill controlling
certain types of knots as "inherently" deadly ("...proscribing all knots
tied like, or looking like, Hangman's knots, nooses, slip

minimum sentence in a Federal Prison..."). Of course, an "independent"

that the man had drowned years earlier, toss the rope upon the sea anyway
(after all, the liberal DID want to help) and go to find some way to
