The concept of 'death panels' of course comes from the USA, in arguments
against collective federal health insurance. I doubt even they could
comprehend a system that would put the equivalent of a $50,000 cap per
patient for quality of life. A HMO that proposed such a low level would
likely have their company buildings burnt down by citizens carrying torches.

The NHS even rations care for non-fatal conditions. For example, a
person suffering from macular degeneration is permitted treatment for
only one eye, on the grounds that it is not cost-effective save the
vision in both eyes, since only one eye is needed.
And while not official policy (yet), the British Medical Association
has been lobbying for the NHS to deny treatment for certain obesity-
related conditions (e.g. diabetes and kidney failure) if the fat
patient is uncooperative with his doctor's orders to lose weight. At
least one British person has been involuntarily committed to a mental
hospital on the grounds that overeating constituted 'harm to one's
self,' and was thus a mental disorder.
