The USA currently pays twice as much on HC as other developed nations.

We could improve services by paying less - if more of that money
actually goes to doctors!

Even Communist China does not provide universal health care for its
own people, so it sure is not going to loan the USA money to provide
universal health care for Americans.

China is probably already pissed off that the last batch of money it
loaned us was used to buy new Japanese and Korean cars for Americans.
