Frederick Hitz since 1990 has opened 400 cases to "shoot the
wounded." Now the DOJ is investigating case of Janine Brookner. one of main

In the past two years I have personally heard of several cases where the
time honored "National Security concerns"...have been invoked to terminate
agency employees. In all of these cases the victims had nasty run-ins with
incompetent and abrasive supervisors. I worry there will be more serious
incidents. It will take this before the Agency discards these antiquated

Kessler on NPR discussed recent sexual discrimination case brought by CIA's
former station chief in Jamaica. a female officer who was station chief in
Jamaica had misfortune of having a subordinate who was beating his wife,
and she did the right thing, she reported him. and in CIA you don't rat on
your own people. she broke old boy tradition. so, they all ganged up on
her. subordinate made allegations against her. the IG investigated and
found against her and actually fabricated evidence. IG's report quoted
someone who claimed he was at a party with her and that she had made a
physical pass at him. it turned out that the person was boyfriend of a
subordinate and when Brookner's lawyer caught up with him - a DEA agent -
he said it never happened, he never saw her drunk, and CIA had never even
talked to him! so they actually fabricated info in the report. finally,
justice dept realized CIA had totally botched case and agreed to a
settlement of $410,000. woolsey's pr people issued a statement defending
original subordinate who had beaten his wife. so that's the kind of
dishonesty that has gone on under woolsey. npr
In 7/96, the "Los Angeles Times magazine" published David Wise's
article re Janine Brookner. after 20 years as a successful CIA operative,
Brookner was named COS in Jamaica. she had earned a master's degree in
russian studies at nyu before joining CIA in 1968. she first served in the
philippines where she was considered "amazingly successful". she then
served in thailand, venezuela and as chief of the CIA's united nations
branch in new york. in july 1988 she named cos in Jamaica at the 20-person
outPost. her first run-in was with CIA officer bob emerton for drunkenness
and disorderly conduct. officer jayna hill was also so disorderly in public
that a visiting nsa offiCIAl noticed it and Brookner had to intervene. in
9/90, lorraine hamilton, wife of Brookner's deputy, gerald hamilton, sought
her protection from her husband who had been beating her. Brookner also had
to reprimand officers jack spears for excessive use of an agency car for
personal affairs, and tom meehan for excessive expense accounts. in 11/91,
CIA inspector general, frederick porter Hitz, opened a secret
investigation, against Brookner. Brookner was not informed that bertram d.
dunn, a. r. "rick" cinquegrana and carter shannon were investigating her.
in 2/92, she was demoted. Hitz produced a "ludicrous document" in 1/93
accusing Brookner of drunkenness and sexual provocation, but the justice
department refused to prosecute Brookner for lack of evidence. on 7/14/94,
Brookner sued the CIA, naming dci woolsey, Hitz, dunn and the five
employees she had confronted in Jamaica. doj official, john a. rogovin, was
given the task of defending the CIA but asked to settle for $410,000. on
7/13/95, Brookner asked the doj to launch a criminal investigation of Hitz,
dunn, cinquegrana, shannon, hamilton, hill and emerton for possible
perjury. in october, the fbi began an investigation which is turning out to

sexual harassment and more than half of black respondents reported racial
harassment per court filing by a case officer. "glass ceiling" study which
never released said female case offices tolerated harassment to be

Jamaica, 87-94 CIA denies sex bias in agent's suit. in july jane doe
thompson (true name Janine Brookner) filed suit against CIA and 7 of its
employees. complaint alleges discrimination, defamation and libel. Brookner
