When a superpower implodes like the former Soviets,
does it become a dark star, or go supernova?

It is a predictable domino series
of natural outcomes that follow, in tandem
These events, like hurricane names,
do not merely turn up at random ;-)

They were outlined, long ago,
in the declassified Wheaties Memorandum
the breakfast cereal of Cold War Champions

Can't you hear the tunes faintly echoing in the wind?

It would be Ike's first trip to Europe in two years,
his first to England in seven years, and everywhere
the best linen sheets were being brought out and the silver
polished. In Britain the President would go on TV with

Charles de Gaulle planned to meet the presidential jet
at Le Bourget and escort Ike up the Champs-Elysees.
Meticulously checking all the arrangements himself, De Gaulle
scribbled beside one scheduled event, "Not good enough."

General Albrecht Kesselring now withdrew his forces to what
became known as the Gustav Line on the Italian peninsula
south of Rome. Organized along the Garigliano and Rapido rivers
it included Monte Cassino, a hilltop site of a sixth-century
Benedictine monastery

In January 1944, Eisenhower and General Harold Alexander,
Supreme Allied Commander in Italy, ordered a new Cassino
offensive combined with an amphibious operation at Anzio,
a small port on the west coast of Italy. The main objective
of the operation was to cut the communication lines of the
German 10th Army and force a withdrawal from the Gustav Line.

Dwight D. Eisenhower signed Executive Order 10450, which
mandated "sexual perverts" be fired from federal jobs.

In 1950, the Undersecretary of State revealed that the majority
of dismissals for State Department employees were based on
accusations of homosexuality. Over the next few months, Senator
Joseph R. McCarthy and other conservatives accused the Truman
Administration of a laxity of rooting out homosexuals in
government. Bowing to the pressure, the Civil Service Commission
focused its efforts to locate and dismiss lesbians and gay men
working in government.

After months of controversy, the US Senate authorized a wide-
ranging investigation of homosexuals working in national
government. The Senate Committee recommended that stringent
measures be taken to root out all lesbians and gays out of
government. In 1953, President Dwight Eisenhower signed an
Executive Order mandating the dismissal of all federal employees
determined to be homosexual.

This was at the height of the McCarthy era, and homosexuals were
one of the primary targets of the Nation's hysteria.

After World War II, the American Psychiatric Community labeled
homosexuality a mental illness and lobotomies for homosexuality
were being regularly performed in the United States.

out the lesbians in her battalion:

Yessir. If the General pleases I will be happy to do this
investigation?. But, sir, it would be unfair of me not to tell

I think you should also take into consideration that there have
been no illegal pregnancies, no cases of venereal disease, and
the General himself has been the one to award good conduct

Not that Bush would know the difference between Jean-Jacques
Rousseau and Jacques Chirac, but this is just a rehash
of the former's myth of the Popular or General Will,
which in it's democratic form is nothing more than naked power,
whereby the majority tells the minority that he has
not rightly understood the real content of the Will
of the People. In such a winner-take-all system there
is only a single will, a single truth, a single justice.
And woe to those who dare resist.

Rousseau's Discourse poses a question about human inequality.
It offers an answer -- a radical answer -- that posits new ways
of thinking about the nature of what we commonly call good and evil;
or, justice and injustice. In 1754 those answers positively

George W. Bush's answer to the second question is very clear.
He will continue to wage his war on evil -- on terrorism --

the right thing because when George Bush unpacks the what is
going on? question he is convinced that the very real evil
he sees is a manifestation of the operation of cosmic principles.
There is a God of Goodness and there is a Prince of Darkness.
The doers of evil are aligned with the dark. His duty and
our duty is to exterminate these forces. Perhaps he's right.
Perhaps the allegory of Genesis -- where we first encountered
this notion through the temptation of Eve is the way the
cosmos works. The majority of the American people seem to think
that way -- perhaps many of us do too?

Rousseau's second question is not offered here -- although
he does pose one in his Social Contract. Whether we
ike Rousseau's unpacking of the evil question or not --
we still must confront it. We need to confront it
because it is an answer that has characterized all
modern thought since this essay was written

Surely somewhere the U.S. Air Force has video of a cruise
missile hitting a building, whether in an actual war or during
target practice.

Down here we have the sad sight of a USAF missile that looks
like it was launched from within a building and crashed through
the walls on its way out.

We're at the Lone Star Flight Museum near the Galveston airport.
It looks like water and wind tore at the hangars' metal siding.
A missile lays on the ground, its tip facing away from the
building, flung toward the parkng lot. Behind it, inside the
cavernous display area for American warplanes, military
aircrafts are mostly intact but are surrounded by debris. In
other words, this flight museum has become an unintended

Washington---A number of 50th anniversary events are celebrating
President Dwight Eisenhower's "Atoms for Peace" speech to the
United Nations as a way of promoting a new international nuclear
renaissance. The rebirth comes complete with futuristic
technologies for making efficient use of plutonium, an atom bomb
material, to generate electricity.

The idea for the speech occurred to President Eisenhower over a
bowl of Wheaties at breakfast with a small group of close aides,
only two months before he spoke at the UN on December 8, 1953. A
strategy paper, dubbed the "Wheaties Memorandum" and
declassified 22 years later, reveals the main purpose was to
capitalize on the U.S. "advantage of atomic plenty" to gain
strategic and political advantage over the Soviet Union. The
speech's core proposal was for the Americans and Soviets to
contribute fissionable materials into a UN "peaceful uses" bank?
with the unstated object of depleting the Soviet stockpile.

There were other prominent skeptics. Robert Oppenheimer,
developer of America's first atomic bombs, said the proposal's
bearing on the prospects of nuclear war was "allusive and
sentimental." David Lilienthal, the first Atomic Energy
Commission chairman, said that "Atoms for Peace, even as a
propaganda move, was self-defeating and naive.

When I came here this morning I was thinking how appropriate it
was that we were starting the Conference at the crack of dawn
because C. D. Jackson, Eisenhower's advisor who had been tasked
with writing the early drafts of the "Atoms for Peace" speech,
convened his group to discuss what the shape of the speech would
look like, at the Metropolitan Club. And since they met early in
the morning, they decided they were going to call it 'Operation
Wheaties'. So it seemed to mean we were having an "Operation
Wheaties' here this morning as well.

In any case, Dr. Robert Pfalzgraff outlined a wonderful
introduction with respect to how the "Atoms for Peace" speech
came about. Winston Churchill had been briefed about the speech
in advance and praised it, calling it "a great pronouncement
that will resound through the anxious bewildered world." I think
it would be well to take a moment and reconstruct that anxious
and bewildered world.

Here we are, after the Cold War is over. Sometimes it is easy to
assume that it was going to turn out the way it did. But
certainly in 1953, the world looked like a horrifying place
indeed. The nuclear terror that was unleashed by the atomic
carnage in Hiroshima and Nagasaki was only heightened four years
later when the Soviet Union tested an atomic weapon on August of
1949. Great Britain, without help from the United States,
followed suit in October 3, 1952.

It might have helped if Ike had paused longer to reflect on his
idea. He recounted in his memoirs that his plan was to allow
the U.S. "to reduce its atomic stockpile by two or three times
the amount the Russians might contribute and still improve our
relative position." It went nowhere. But the accompanying offer
to share nuclear know-how internationally got an enthusiastic
reception.

Not everyone was blind to the consequences. Soviet Foreign
Minister Vyacheslav Molotov stopped on his way out of the UN to
protest to a dubious U.S. Secretary of State John Foster Dulles
that the proposal would spread stockpiles of weapons-grade
materials worldwide. Dulles' atomic energy aide, Gerard Smith,
later related he had to explain to Dulles "that Molotov had been
better informed technically than he."

Politically, Ike was a classic small-government Republican. He was of the
opinion that the federal government had grown too large at the expense of
local and state authority since the advent of FDR's New Deal in the
1930's

Claim: President Eisenhower once noted that "a few Texas oil
millionaires" wanted to "abolish social security."

Status: True.

President Dwight Eisenhower, Republican, uttered these words on
November 8, 1954:

"Should any political party attempt to abolish social security,
unemployment insurance and eliminate labor laws and farm programs,
you would not hear of that party again in our political history.
There is a tiny splinter group, of course, that believes that you
can do these things. Among them are a few Texas oil millionaires,
and an occasional politician or businessman from other areas. Their

Origins: One favorite tactic in political debate is to put
words in the mouth of a respected elder statesmen to make it
appear he presciently anticipated some modern issue or
political personality (and, naturally, took a stand that
supported the viewpoint of whoever put those words in his mouth).
Therefore, given the recent debate over President George W.
Bush's efforts to alter the Social Security system, one would
expect a fifty-year-old quote from a former President (and
fellow Republican) labeling as "stupid" certain "Texas oil
millionaires" who want "to abolish social security" to be a
similar fabrication.

Save for a few minor details, however, the quote from President
Dwight D. Eisenhower cited at the head of this page is in fact
an accurate one.

It wasn't something he uttered (it was instead something he
wrote), and the version reproduced above omits Ike's reference
to a specific Texas oil tycoon (H.L. Hunt), but it otherwise is
taken verbatim from a letter President Eisenhower penned to his

The band, without Miller, performed the scheduled Christmas
concert under the direction of Jerry Gray and continued
to perform, playing their last concert on November 13, 1945
at the National Press Club dinner for President Truman in
Washington, D.C.

At that time, General Dwight Eisenhower and General Hap Arnold
thanked the band for a job well done.

I'm going to write a scathing letter to the National Weather Service
to criticize it's inclusion of "Ike" on it's list of
tropical storm names.

The man who, as President, secretly negotiated deals with
the Soviets that arguably prevented a nuclear Armageddon.
The man who warned us (too late, one could argue) of the
insidious perils of what he called the "military-industrial complex".
