I'm not sure what sort of advice you're asking for, or what stage in
nation-building you're at.
Start out by deciding what the _right_ way to run a government would
be. Decide for yourself which are the best (and worst) things about the
current (macronational) government are. Concentrate on the aspects of
nationality that are of the most interest to you, whethere they are
economic, military, symbolic, etc.
Talk it over with friends, see how their ideas match up with yours.
Don't be shocked if they are totally out of sync with you, just don't
ask them to join your nation... :-)
