Freedom what does it mean and does it applies to countries as well?

Let anyone who can tell us why some country has thte right to
test missles while others do not.

There is no way to look at this fairly I think.

Let's just leave the name of countries out and say,
there was a country N that already has missles, great ones and
it says that other countries U etc cannot test their missles and
see if it makes any sense.
Someone give me a sence of what is justice in the relations between countries.
