It was inherited from Vedic fundamentals. Some successors to Vedism
didn't include the Caste System, but as far as I'm aware most have at
least some elements of it. Hinduism, however, is one that is very much
into it, and as I recall the Hare Krishnas do too but they've twisted
the definitions (as they are infamous for) so that it doesn't look so
bad to onlookers who can't tolerate tripping over their own minds for
very long.

As far as public will is concerned, there definitely isn't nearly enough
of that in India, however there are many people in civilized countries
who are concerned about this systematic human rights atrocity which
India basically enjoys within its borders but denies it even occurs so
as to keep the governments of other countries from taking an interest
in it.

There is a tremendous amount of profit to be lost by those in India who
rely on the slave labour that is supplied by the Untouchable
slave-class of the Caste System, so your observation about the almost
completely thorough absence of public will to repeal it.

India is a pro-slavery nation, and the complete removal of religion in
that country will prove to be an expeditious solution to facilitating
the proper removal of the atrocious human-rights-violating Caste System.

Everybody has strange customs and practices--when looked at from the
outside. Here is a paper about how white American society in the
mid-twentieth century would look to an outsider studying it. This is one
of the classics of 20th century anthropology, and well worth a read:
