Apparently no one bothered to look at the footnotes for that table (p30):
"Includes verbal threats of rape and threats of sexual assault."
Also, the numbers/percentages are estimated from the NCVS Survey, not
(alleged) crimes reported to law enforcement agencies.
"National Crime Victimization Survey (NCVS) is the Nation's primary source
of information on criminal victimization. Each year, data are obtained
from a nationally representative sample of 76,000 households comprising
nearly 135,300 persons ..."
