No. They are exploding due to the free market. Demand increasing
much faster than supply can possibly increase. And it isn't likely to
change since China is rapidly growing economically and has 4 times our
population, with India not all that far behind.

Beef prices average around $5 a pound. 5 years ago they were just
under $4 a pound. That is 25% increase over 5 years or somewhat less
than 5% a year. In the 3 years since Obama took office till the end
of last year, the increase was 15%, again only 5% a year. But the
first 3 years of Bush's term, the increase was around 25% or over 8%
per year (and it would have been high except that beef prices dropped
10% in the last 2 months of that 3 year period only to rise again a
few months later.
