Since the matter in question has to do with employers providing health
insurance to employees, and schools providing health insurance to
students, said employers and schools are in fact engaging in business,
and said business can be regulated by the government.

If you employ them and fall under the terms of the laws governing
employer-paid health insurance, then it may in fact become your
financial responsibility.
You've made the choice to employ them; that choice comes with entailed
legal responsibilities.
Of course, the legalities of the matter have nothing to do with having
sex.
