The vast majority of truthers fall into the category of skeptic - some
are real wingnuts but the majority are just ordinary skeptics. This is
based on the belief the government knows more or that the whole story
hasn't been told. The majority of Americans are truthers by this
definition, going by the opinion polls, with the numbers being made up
by people across the political spectrum.
Birthers are clearly delineated along the partisan line. They are more
than just skeptics, the majority genuinely believe that a great
conspiracy and great fraud has been perpetrated. Even though
authenticated documentation has been provided along with supporting
evidence that would be more than good enough for any ordinary American
citizen, or a court of law, this standard of evidence is not good enough

What birthers are suffering from is a form of cognitive bias known as
the bandwagon effect. Even though all the evidence tells them they
shouldn't believe something, they do so anyway because there happens to
be a large body of people suffering from the exact same cognitive bias.
Being on the bandwagon makes a truth. Being on the bandwagon is
affirmation of other deeply held cognitive biases and distortions.
