investigation into firearms trafficking from Virginia to New York.
Thus, when a Virginia gun store would call BATF to report a suspicious
sale possibly headed for New York, BATF would advise the store to go
ahead with the sale. Later, when the gun-runners were arrested in New
York, the gun would be traced back to Virginia. See BATF Agent Irvin
