launching a client side application

I'd like to launch SVNC on the client side when
a particular map zone is clicked and a username/pw is entered.

Is this possible with php ??

PHP is server side.

Even with a client side language you'd have to make special provisions
approved by the client user for launching anything on the client. If svnc
can be passed a url the browser would still have to be configured to open
the proper application associated with that url.
