Here is what I sent to Forte :

Posts started showing up 24 hours later.
Wonder if the Eastern power outages were
interfering?

Probably the leap second, the problem occured on July 1 and the impact
was restricted to only a few systems. Seems to have been worse than
the Y2K bug.
