how's the rest of the fable go?
what a thing means may depend on context, but i suspect this
is a variant of a "bird in hand is worth two in the bush"
or "the grass is greener on the other side."

The so-called sub-stance
could be Te scene of the grounds of Being.
The many appears as real
yet is but a shadow of the One.
One acts upon the stages of time-spacing.
Dream-wisps of Non-being think they matter.

Brings to mind of one who, seeking happiness, persues that which
pleases the senses and things to laugh at.
One might seek feeling of security in a shotgun and an elaborate
burglar alarm system and in hiring more cops.
