Gibbon noted that in the day of the republic, the legions were manned by
the sons of the yeoman farmers, who expected to return to the farm and
in time inherit it. They felt they had an investment in the system they
wanted to protect and a say in the laws created to do that.
But then, as the republic became more corrupt, the aristocracy

the system to reduce the taxes on the rich and transfer the burden to
