Popper has very dry skin to the point I thought he had fur mites because he
had flakes. Well he doesn't have them according to the vet but his skin is
so dry. There is a spot on his tail that is really flakey. Is there
something I can give him to help the dry skin? I don't really think it
bothers him it probably just bothers me, but I dont want him
uncomfortable. It can only get worse as Winter approaches and the heat
gets turned on.

This is yet another case where I know someone who used something, but I
can't speak for whether it works or not myself. This was recommended
to her by her vet for her rabbit's dry skin. It's called Missing Link,
and it's a vegetarian supplement made for cats and dogs. The link is
here:

If I remember correctly, she said it worked pretty well.

I'd be careful using any dog/cat supplements that contain fatty acids.
Bunnies aren't built to digest much fat and their body may not process it
well.
I've use Ark Naturals Neem Protective Spray. Its all natural coat
conditioner that is made to deter mites, and bug bites. Its really gentle
and safe. Just spray it on generously and comb through.

I give Cocoa a few sunflower seeds and brush the affected area. He had a
really bad flake out on his tail, I brushed it well and it subsided. I think
it was the precursor of shedding. I'd never seen his tail shed a big chunk
off before.
