Our budgie Vincent, who we have had for nearly two years, has developed a
rather nasty habit! He is masturbating when he is on us! Is this normal
behaviour, how do we stop it and is this just a hormonal thing?

He's using you as a pertner, so he isn't masturbating - he's fucking you.
It would be different if you had said that he "trys" to rub one off on
you, but that you stop it. Saying that he does this implies that you
allow it, so as I've already stated, he's fucking you and you're letting
him.
