I would think that any paint that can be used in a babies room would be safe
for a parrot.

safe paint, you can go here to find a local house to you, and contact them on

I don't know about you, but to me I'd rather pay to have the proper paint put
on,
than have to lament later over one of my fids later, just to save a couple
bucks.

If they don't want to do a really small job, what you might do is contact your
bird club, see if there are other people who need to have cages touched up
and see if you can submit them as one large job.
