Installing Perl module!

Hi there, i have problems with the use of perl modules.
I have the perl 5.001 unofficial patch level 1m and i have no CGI.pm module
installed.
I want to install the module CGI.pm. How can i do? i have the CGI.pm but it
doesnt work as it is.
Should i install it in any way? i have no makefile.pl with it, where should
i download it?

The best way is (as root) type this command:
perl -MCPAN -e shell

Once you reach the cpan> prompt type this:
install CGI

I have a problem with CPAN shell. For the starters, I deleted the
whole ~/.cpan/ to start from a clean sheet (could this be the thing,
that destroyed something that cannot be recovered?). Then I ran perl
with '-MCPAN -e shell'. Yeah, I find myself in a prompt of CPAN shell,
but when I command, e.g. 'install CGI', I get these, which *look* like
ordinary messages:

cpan> install CGI
CPAN: LWP::UserAgent loaded ok
Fetching with LWP:
ftp://ftp.funet.fi/pub/languages/perl/CPAN/authors/01mailrc.txt.gz

It stays in there for quite a while (some minutes), and then gives
me this:

LWP failed with code[400] message[FTP return code 000]
Fetching with Net::FTP:
ftp://ftp.funet.fi/pub/languages/perl/CPAN/authors/01mailrc.txt.gz
Couldn't fetch 01mailrc.txt.gz from ftp.funet.fi

Trying with "/usr/bin/lynx -source" to get
ftp://ftp.funet.fi/pub/languages/perl/CPAN/authors/01mailrc.txt.gz

And it can't even fetch it with lynx.

So, something's wrong. And I don't know how to swim my way out of it.
My Perl is 5.6.1, and I'm running it on a Debian (testing) platform.
Based on the small bits of information I wrote, can someone figure
something out? I'd be ever grateful - I would so much like to be able
to install modules via CPAN.

If I forgot something essential, please let me know. I can handle
very basic Perl, but newbie is what I am, so I can't know what
is related to this and that, and what could possibly make downloading
Perl modules from CPAN impossible.
