I have both XP and W 8.1, why does Microsoft think it has to turn off
the access to all programs when they do an update. This is the second
time now that I have had to reboot the computer two of three times
before my progams would open.

I does not seem necessary.

Updates by Microsoft or any other vendor that also accesses and writes
to the Windows Registry require the system to be rebooted after the
update has been completed. It is not always necessary to reboot after
any single update but the system does need to be restarted after all
of the updates have been completed.

But having to do it three times so the system can get it right?????

This seems excessive and has happened twice now with two different updates

Does not routinely occur with Windows XP and Windows 7. Any replies from
Windows 8 users in the Windows 8 newsgroups or forums?

A caveat: If the update group includes hardware driver updates submitted
by their vendors, then these could require separate re-starts for their
drivers to re-load.

Yes. My Win 8.1 system will reboot up to three times after some
updates. There was an nVidia update yesterday and I was wondering if it
went bad, but it finally gave me my desktop back and all is well.
