ForegroundLockTimeout (need to stop ie explorer windows from stealing focus)

Running xp pro. While browsing multiple web pages I would like to stop
site's that pop up while refreshing them selves it's very annoying I could
be filling out a form on one site that has a pop up window and then all of a
sudden the originating page will pop up and steal focus. How can I stop
this?

I've tried changing

ForegroundLockTimeout
and
ForegroundFlashCount

in the registry but this does not work

Im not on about ads but sites that have a built in meta refresh tags like
chat applets for example that need to refresh every now and then to
establish who is on-line. Anyone who is familiar with x-setup will find an
option in there to do with flash taskbar buttons this is the root of the
problem but the x-setup fix is not working.

To make it just that more clearer:

When a non-focused window is updated by its program, Win2000/xp, by default,
flashes the window on the taskbar. To give the window topmost position
immediately, Clear [uncheck] the Box.

To re-enable default, check Box & apply change.

NOTE: This plug-in is for Windows 2000/XP ONLY!
