PC desktop, boot sounds normal but monitor never turns on.
Power to monitor O.K.
Does this mean HD failure??

If you mean that the machine *posts* normally when you said "boot sounds
normal" your monitor is probably bad or your cable fell off.

If the machine does not post, then the mobo or PSU is possibly bad.

If the post beeps erratically, then your video card or RAM is bad (or
possibly just needs reseating).

The good news is that your hard drive is more than likely fine though.

Make sure the monitor is turned on and attached to the computer. If
possible, try a different monitor and cable.

LCD monitors typically display the manufacturer's logo and a "No Sync" message
when powered up this way. If the front panel switch lights up when pushed, but
you see nothing on the screen, the problem is probably internal. If it's a CRT monitor,
try adjusting the brightness control.
