What are you trying to make available offline? Generally, the MAKE
AVAILABLE OFFLINE command is designed for networks. For instance, if you
use WinXP Pro on your laptop and connect to a server at your work, you can
make files and folders available offline. They are basically copied from
the server to your local hard disk. When you re-logon (and logoff as well),
the offline files are SYNCHRONIZED. Note that if your network uses
"redirected folders" such as My Documents and Application Data, by default
those are always available offline unless you disable that feature using
local group policy (gpedit.msc) or domain/OU group policy.
You can also make a web site available offline. This will download all the
relevant pages and images to your hard drive right from the web site.

I want to ENABLE OFFLINE FILES so that when a website is updated
while I am offline, XP will tell me to log on and download the
updated page.
To make the webpage available offline, right-click on one of your favorites
(in IE) and choose "Make available offline". You can also go to
Tools-->Synchronize and on the dialog that pops up, go to SETUP. You can
tell Windows to synchronize your offline web pages whenever you log on or
off. You can also synchronize manually.

Just out of interest, how will XP know that a website is updated if
you're not online?
