Clean Install. Delete all partitions, create new ones. Full format every
partition. Now install XP clean; don't put any of your old data or programs
back on, that's what caused your problem.

While I agree in principle that losing this bit of Microsoft tomfoolery is
not exactly tragic, there is a valid reason for asking this question:
Computer software should be consistent in its behavior. An unexpected
inconsistency suggests that something has been changed that shouldn't have
been changed, and that's not good for system stability.
I don't have a practical answer to fix this particular problem, but I
would take it as a sign to remember to keep your data backups completely
up to date, because something is fundamentally wrong and you may be
heading for a re-install soon.
