Celeron 1.1Ghz Snail Deasise

I bought a new Celeron 1.1 GHZ and Motherboard.
When I try to install windows or do almost anything it seems to run like a
snail. I've swaped Harddrives, CD/DVD-ROM drives, Tried Windows 98SE and
Win2k.
I've removed all but teh Network and AGP Video Card there aswell.

Video is Voodoo3 16MB AGP.
Network is Realtek 8029 NIC.

I changed between a few ram chips, a 256M Chip, or 2 64M Chips, no change in
performance.

When I say it runs like a snail, I mean, you would'nt find a 286 go this
slow. It seem to be a problem with the Harddrive, or the CPU, but can't find
it as I've changed the Harddrive.
I am guessing that it's slow because the CPU is at 100% usage, but I have no
evidence of this.

which mobo, hard drive, sound card...etc etc etc..give a full list of
all the harware that would help in diagnosing.

Is the L2 cache enabled in the BIOS?
