I will need to replace the hard drive in my XP PC. I would like to clone the
existing hard drive onto the new larger one and take advantage of its
increased capacity. I do not want to reinstall as I do not have all the
installation medias for all the programs in use.

What would be the easiest, safest and cheapest way to accomplish this?

Thanks in advance.

All you need to do is "clone" the old one to the new one.

The new drive will possibly come with cloning software...or if not, it's
probably available on the website of the mfg.

There's also things like Clonezilla:

See this page for a comparison of various programs:

most new drives come with cloning software.
