Can anyone the me if tiny personal firewall account specific?
A friend wants to be able to give is daughter access to the net, But don't
want here to be able to download and install programs like yahoo messanger
and chat room stuff.
He is running windows XP.

No. It runs as a service and is global.
Try Net Nanny or something.
