It seems that the recent versions of CUPS have a problem detecting USB
printers. At least the most recent versions of Linux Mint and Kubuntu
have this issue. I tried installing Linux Mint Xfce based on Debian
testing and could not detect either my HP LJ1320 or my Epson R300
printer. Kubuntu 11.10 and Mint 12 (running off the Live DVD) did
detect the HP but not the Epson. I did notice that the usblp kernel
module is not installed with CUPS version 1.48 - 1.50 which is now being
used. Also there was no entry in /dev/usb for lp0 or lp1.
Linux Mint version 9 uses CUPS v1.43 and has usblp loaded. It has no
issues detecting the printers.

So I suspect an issue with the new version of CUPS. I don't know if the
usblp module is needed (IIRC there may be a usb printer module specific
for hp printers that might have been loaded instead). There might also
be a udev issue here too, maybe the rules need to be tweeked for the new
version of CUPS. I have no idea how the USB printers are detected, or
why they do not show up in /dev. In any case I noticed that lsusb
ALWAYS did list the printers and they appear in dmesg as well.

Can anybody shed some light on this?

For now I've gone back to Mint 9 LTS as it just works. I will soon have
to re-visit the issue when support for 9 dries up. I dread going to
Gnome3 until it matures some more and Gnome2 features are back ported.
Maybe Debian will package the Mate fork of Gnome2?

what version kernel are your running? I've read that a certain patch
level of 3.0.0.0 was the issue.

I think I will probably try to install Debian testing on my spare
machine to test it out (though I can't understand why Mint Xfce based on
Debian testing has the problem, if it doesn't exist on testing. I note
though that they haven't yet gone to Kernel 3.1 yet).
I would want to install both KDE and Xfce and try out both DT
environments to see which I can stand better than Gnome 3.
