Last month I prepared half a dozen images to use as backgrounds when
timing Toastmasters speeches in Zoom meetings. The Zoom virtual
background feature allows you to substitute an image in place of your
actual background. This feature is available on fast-enough computers
or if you have a solid color screen behind you. Changing the timer's
background image is one way to have online timing lights.
I use several images when timing, as follows: A neutral image when
no timing is going on; a "Timing" image between start of speech and
time for green; green, yellow, and red images during green, yellow,
and red time intervals; and an "End" image to show when timing ends.

github.com/ghjwp7/yzoomy also has some shell scripts that you can
run if you have a Linux system. The scripts might work on other
systems with bash shell (eg Macs) or with some effort could be
adapted to zsh. The scripts automate timing to some extent; ie,
a person needs to click to start and stop timing, but in between
the yzoomy script automatically clicks on green, yellow, red
images.
