I would appreciate hearing from other clubs how they go about selecting the
club TM of the Year.

The President's manual gives an exhaustive list of factors to consider in
selecting a worthy candidate, but it is silent on who actually makes the
decision. A single person? A committee? The membership by secret ballot?

In past years our executive has appointed a committee of three senior
members, and that seems to work well.

Only one of my clubs gives this award. It seems to be up to the President.
Sometimes the President makes the decision. In other years, the club votes,
with secret ballot, of course.

Here in D42, not only do clubs select a Toastmaster of the
year, but so do Areas, Divisions, and the District itself.

Candidates considered for recognition at the Area level are
those recognized as Toastmaster of the year at club level.
Divisions select their Toastmaster of the year from those
recognized at Area level. And so on all the way up to
District.

Hence, the District has put together a list of criteria for
Clubs, Areas, and Divisions to use in selecting their own
Toastmaster of the Year.

As to applying the criteria, it is pretty much up to the
clubs to decide how this is done. Some may use a committee
to do it. Some may have the President do it. Some may have
the club executive do it. Most of the criteria are pretty
easy to quantify--for example, number of manual projects
completed--that the method doesn't really matter.
