What is the Comcast Samsung SX022ANM & what are these broadcast fees?

I'm trying to help someone else in California and I don't know cable.
They're moving into an apartment to split costs on existing service.
Neither of the two roommates knows what they're doing, and neither do I.

The current Comcast plan is $85/month for 100Mbps down and 5Mbps up, with
35 channels of TV.

They have their own modem and router.

Comcast gave them a Samsung SX022ANM "thing" which sits atop the TV in one
roommate's bedroom.

Comcast charges "fees" of about 11 or 12 bucks which are called a
"Broadcast TV Fee" and a "Regional Sports Fee". which Comcast told me is a
government-required fee but that appears to be a lie (but it's beside the
point, I guess, unless they will remove them, which they won't).

So, I'm mostly stuck trying to figure out what this Samsung SX022ANM
"thing" is. Is it just a "digital tuner"? If so, why don't TVs come with
their own digital tuners?

The fees are not goverment mandated. They are just way to jack up the
price without raising the mian price. Also, even if you are in a locked
price contract, those contracts typically don't include fees, so they
can still raise the price on you.

Comcast is not alone in this. In fact, they were one of the last to
start charging them, but they have RAPIDLY started increasing them.

And also, put some blame on the media companies. They keep demanding
giant increases in their carriage fees. 100%+ is not unusual. Plus, they
often REQUIRE that channels be bundled together. It's all or nothing.

Just read the news to see the growing number of blackouts of networks as
the companies fight, and the consumers lose.

I guess that means that they can watch tv shows at any time, not just when
they're only being broadcasted?

The answer came back that the trailing "M" stands for Motorola, while the
trailing "C" stands for Cisco.

Other than that, the thread was too technical for me.
If it's a "secondary cable box", what is that useful for if there isn't
even a primary cable box?

To my knowledge, they only have that one Samsung SX022ANM from the cable
company, and then their own Motorola modem and their own Netgear router.

So, if I *guess* (assuming it's a primary "digital cable tuner"), is this
what they have:

Comcast cable -> Motorola Modem -> Samsung SX022ANM digital tv tuner -> TV

X1 is just the latest version of Comcast's service. It has a new, modern
interface that is heavily cloud-based. It shows channel logos, cover art
on shows and movies, etc... With an app on a phone or tablet, you can
access recordings made by the box (it's not the actual recording on the
box, but a duplicate 'cloud' copy Comcast separately records and makes
available.)

The main X1 box is typically a DVR that can record programs. The
secondary box is just a tuner, but most versions can also talk to that
main DVR and access it's recordings so you can watch them in another
room.

It is possible if they do not have DVR service that the Samsung will
then just be used as a primary box instead, with no recording
capabilities.

As someone else posted, the modem has nothing to do with the cable
boxes. They are completely separate data streams.
