Probably a few weeks, maybe more. It depends on how much free space
Comcast has in the address block you're in. If your address doesn't need
to be reassigned to someone else, you'll probably get it back no matter
how long you wait.
In other words, this is not usually a practical way to get a new IP.
The more reliable and practical way to get a new IP is to change your
MAC address. If you have a router, it probably has an option to clone
the MAC address of one of the PC's behind it. This is a safe way to do
it.

No. Your IP address can change even without you doing anything and you
should rarely notice (if you're in the middle of a data transfer while
it happens, it would probably fail).
