EC SUPPORTS MACEDONIAN UN BID
Skopje. European Community Foreign Ministers announced yesterday
at their conference in Paris that they were ready to support
Macedonia's application for United Nations membership, and many
had also expressed their desire to recognise the republic.
According to the Nova Makedonija newspaper, the French
correspondent for the English paper, The Guardian, said that EC
members were ready to oppose Greece and recognise Macedonia.
GREECE REJECTS EC OBSERVERS ON BORDER
Paris. According to the Reuters news agency, Greek Foreign
Minister, Michalis Papaconstantinou, rejected a call by EC
Commission President, Jacques Delors, for EC observers to be
stationed on the Macedonia-Greek border in order to make sure
that UN trade sanctions against Serbo-Yugoslavia were not broken.
"Not on Greek territory. No. It is not necessary," he said.
Papaconstantinou said that he denied claims made by Danish
Foreign Minister, Ellemann-Jensen, that Greece was breaking the
UN sanctions. "...I complained and protested," he said.
An EC report last month said Greek firms were systematically
violating the sanctions, especially in supply oil to Serbo-
Yugoslavia. Greece, he claimed, could not be blamed if oil
exported to Bulgaria was subsequently shipped to Serbia.
Delors told Belgian television that the EC would have to send a
special mission to the Greek-Macedonian border to watch for
exports to Serbia.
Papaconstantinou took exception to a remark by Ellemann-Jensen
that the Community had not barred member states from recognising
Macedonia if the United Nations decided to admit the republic as
a member. "His personal opinion cannot be the opinion of the EC,"
the Greek Minister said.
"Greece is not going to recognise the country (Macedonia) ever
by that name," he said. He was confident that no other EC member
state would do so, adding: "There is something called Common
Foreign Policy."
Asked about a French proposal that Macedonia and Greece submit
the dispute to arbitration, he said: "We still do not know
exactly what this means. It is still being elaborated."
GREECE CLAIMS TO HAVE DEFERRED UN APPLICATION
Skopje. Greece had forced the UN to defer Macedonia's application
for a month, according to claims made by a Greek Foreign Ministry
official, Virgina Tsouderou.
Greece is pleased that Macedonia's application will coincide with
United States President elect, Bill Clinton, coming into office.
SERBS IN MACEDONIA URGE SERBIAN "MOTHERLAND" TO DEFEND THEM
Skopje. The President of the Democratic Party of Serbs in
Macedonia, Bora Ristic, warned a media conference in Skopje today
that his people would organise themselves and ask for the Serbian
"motherland" to defend them if alleged acts of discrimination did
not stop.
He claimed that a clash between Serbs and Macedonian police in
the Macedonian village of Kuceviste on new year's eve was set-up
in order for Macedonia to get international recognition and UN
peacekeepers placed on the border with Serbia.
According to Ristic, ethnic Serbs in Macedonia want new elections
to be held by the end of March, and for another referendum on
independence to be held in the republic. The first referendum on
independence, which was held in September, 1991 and proved
successful, included the clause that Macedonia, as a sovereign
nation-state, had the right to enter a new Yugoslav confederation
of independent states, if it so desired. Ristic claimed that his
community wanted this clause "actualised."
He also demanded that a new census be conducted. The DPSM has
claimed that there about 300,000 ethnic Serbs in Macedonia.
However, according to an official census carried out a few years
ago by the then Serbian dominated Yugoslav federal government,
there were 44,000 registered ethnic Serbs in Macedonia.
APPEAL FOR MACEDONIA IN NEW YORK TIMES PAPER
New York City. The World Macedonian Congress and the Friends of
Macedonia organisations have placed an appeal for recognition of
Macedonia in today's edition of the American newspaper, The New
York Times. The appeal coincides with the Security Council's
judgement on Macedonia's application for UN membership.
The appeal goes as following:
SUPPORT INDEPENDENT MACEDONIA!
1. GREECE IS FORCING AN EXPANDED WAR IN EUROPE
Greece is the only Western Country and EC member that
collaborates with and openly supports the regime of Serbia's
Slobodan Milosevic.
2. GREECE IS NOT FOR PEACE IN THE BALKANS
Greece and Serbia are now massing military troops along the
borders of Macedonia. Greece and Serbia are destabilising the
economy of the Republic of Macedonia by blockading deliveries
of medicine, oil and food. This is a calculated plan to bring
about the collapse of the social and economic order of
Macedonia. Their motivation? Future territorial acquisition.
3. GREECE IS REWRITING HISTORY
Greece has no historical claim on Macedonian territory or its
name. It was only as recent as 1913, as a result of the Balkan
Wars, that Macedonia was forcibly partitioned among Greece,
Bulgaria and Serbia. For the first time in history, Greece
took possession of the southern part of Macedonia which is
presently Northern Greece. from 1945 to 1991 the northern part
of Macedonia was a Republic of the former Yugoslavia.
Macedonia declared its independence in 1991 and successfully
negotiated a peaceful withdrawal of the Yugoslav army.
Macedonia is a full-fledged democracy with full minority
participation.
4. GREECE IS NOT A DEMOCRACY
Since 1913, the Greek government has opposed the minority
rights of its Macedonians. There is no freedom of speech
press or religion. Their Macedonian ethnic identity has been
totally denied by the Greeks who forbid even the use of the
Macedonian language.
5. GREECE--AND THE COMING WAR--IS BEING
SUPPORTED BY AMERICAN DOLLARS
For 45 years American taxpayers have supported Greek
governments. EC and American grants (which should be directed
towards Greece's own neglected economy) are being poured into
the lobbying effort to undermine the leadership and
initiatives of the EC and the US State Department. The
overwhelming majority of the EC members are being prevented
from recognising Macedonia by the single veto of the Greek
government.
We must stop supporting the Greek government to avoid an
expanded war in the Balkans which would draw in Turkey,
another NATO ally. We must recognise the wisdom of all the
world leaders who believe recognition of Macedonia means
stability in the Balkans and the prevention of a greater
European disaster.
STOP THE IMMORAL POLICY OF GREECE,
ADMIT MACEDONIA TO THE UNITED NATIONS!

GOTOVNOST ZA PRIEM NA MAKEDONIJA VO ON
Skopje. Ministrite za nadvoresni raboti na EZ na sostanokot vo
Pariz sinoka ja izrazija svojata gotovnost da go poddrzat
predlogot Makedonija da bide primena vo ON, a mnogu od niv
navestija deka po toa nivnite vladi ke prevzemat diplomatsko
priznavanje na nasata drzava. Izvestuvacot na britanski
"Gardijan" od Paris, kako sto pisuva denes "Nova Makedonija",
pisuva deka vladite na EZ se gotovi da i se sprotistavat na
Grcija i da ja priznaat Makedonija.
"JAS ODBIVAM, JAS SE ZALAM, JAS PROTESTIRAM"
Paris. Kako sto javuva "Rojter", na sostanokot na EZ vo Pariz,
grckiot minister za nadvoresni raboti Mihalis Papakonstantinu
ostro go odbi predlogot na pretsedatelot na evropskata komisija

Grcija i Makedonija zaradi kontrola na Grcija vo sproveduvanjeto
na embargoto na ON sprema Srbija. "Ne na grcka teritorija. Ne.

i pretsedavac na EZ, Jensen, okolu priznavanjeto na Makedonija.
Osobeno bese napadnata izjavata za poedinecnoto priznavanje na
Makedonija od strana na zemjite clenki na EZ, dokolku Makedonija
bide primena vo ON. "Negovoto licno mislenje (Jensen), ne moze
da bide mislenje i na EZ. Grcija nikogas nema da priznae zemja
pod toa ime. Postoi nesto sto se vika zaednicka nadvoresna
politika", izjavi Papakonstantinu. Na prasanjeto kako go ocenuva

ATINA OCEKUVA ODLAGANJE
Skopje. Vi Grcija se smeta deka priemot na Makedonija vo ON e

na priznavanjeto za eden mesec". Se pretpostavuva deka Grcija e

AKO TREBA SRBITE KE BARAAT ZASTITA OD MATICATA

APEL ZA MAKEDONIJA VO "NEW YORK TIMES"
Njujork. Svetskiot Makedosnki Kongres i Prijatelite na Makedonija
vo denesniot broj na "New York Times" objavija apel za
priznavanjeto na Makedonija. Apelot doagja vo presuden moment
koga vo Sovetot za bezbednost se reasava za priemot na Makedonija
vo Obedinetite Nacii.
Apelot glasi:
PODDRZETE JA NEZAVISNA MAKEDONIJA
1. Grcija go pottiknuva sirenjeto na vojnata vo Evropa
Grcija e edinstvenata clenka na EZ koja sorabotuva i otvoreno
go poddrzuva rezimot na Slobodan Milosevic.
2. Grcija ne se zalaga za mir na Balkanot
Grcija i Srbija koncentriraat voeni sili dolz granicite so
Makedonija. Grcija i Srbija ja destabiliziraat ekonomijata na
Republika Makedonija, blokirajki go dostavuvanjeto na lekovi,
nafta i hrana. Seto ova se pravi so cel da se narusi
socijalniot i ekonomskiot poredok vo Republikata i predizvika
povtorna podelba na Makedonija.
3. Grcija ja falsifikuva istorijata
Grcija nema nikakvio istorisko pravo na makedonskata
teritorijata nitu pak na nejzinoto ime. Kako rezultat na
Balkanskite vojni vo 1913 godina Makedonija bese nasilno
podelena pomegju Grcija, Bugarija i Srbija. Za prv pat vo
istorijata, Grcija go prisvoi juzniot del na Makedonija,
segasna severna Grcija. Od 1945 do 1991 godina severniot del
na Makedonija bese republika vo sostav na poranesna
Jugoslavija. Makedonija se proglasi za nezavisna drzava vo
1991 godina i obezbedi mirno povlekuvanje na Jugoslovenskata
armija od nejzinata teritorija.
Makedonija denes e demokratska zemja so ramnopravno ucestvo
na malcinstvata vo celokupniot nejzin zivot.
4. Grcija ne e demokratska zemja
Uste od 1913 godina grckite vlasti gi negiraat pravata na
makedonskot malcinstvo vo Grcija. Tie nemaat sloboda na govor,
nitu pak sloboda na pecat i veroispovest. Nivniot makedonski
identitet e potpolno osporen i Grcija im zabranuva da go
upotrebuvaat svojot majcin jazik.
5. Grcija i sirenjeto na vojnata e poddrzano so amerikanski dolari
Veke 45 godini amerikanskite danocni obvrznici ja poddrzuvaat
grckata vlada. Evropskata i amerikanskata pomos, koja trebase
da ja podobri grckata ekonomija, bese prenasocuvana vo
lobisticki aktivnosti so cel da se onevozmozat pozitivnite
inicijativi na EZ i amerikanskiot Stejt Department za
priznavanjeto na Makedonija. Mnozinstvoto zemji clenki na EZ
bea blokirani vo priznavanjeto na Makedonija samo zaradi
grckoto veto.
Nie morame da ja sprecime grckata vlada vo namerata da
predizvika vojna na Balkanot koja ke ja vovlece i Turcija,
clenka na NATO. Morame da ja sledime mudrosta na svetskite
lideri koi veruvaat deka priznavanjeto na Makedonija ke znaci
stabilnost na Balkanot i sprecuvanje na golema evropska
katastrofa.

Your Excellency, January 15, 1993
The Republic of Macedonia, one of the six republics of what was
formerly Yugoslavia, declared its independence in September 1991.
Only Slovenia and Macedonia had fully complied with the criteria
for recognition set by the European Community`s Badinter
Commission which dealt with the Helsinki Accord and other human
rights standards. The EC and the United States gave prompt
recognition to only three of the former Yugoslav republics:
Croatia, Slovenia and Bosnia-Hercegovina. They did not recognise
fully-qualified Macedonia.
The Macedonian President, Kiro Gligorov, has a mission: to take
the small nation and develop it economically along a peaceful and
democratic path. In retrospect, his first step was of tremendous
importance: the Macedonian government was the only one of the
republics that removed the Yugoslav army through skilful
negotiations without one person being killed.
The EC was, in fact, ready to recognise Macedonia last January,
but Greece, exercising its veto in accordance with the Maastricht
Treaty, opposed recognition. Subsequently, Greece has openly
sided with Serbia's communist government and closed the borders
with Macedonia in the hope of destabilizing the new state and
creating chaos within it. For a year Greece has not allowed oil
or medicines to reach Macedonia from the port of Salonika.
Our concerns are obvious. The Bosnian war is a tragedy for us
all, and certainly not a containable little fire. The same fire
is kindling in the province of Kosovo, and because of Greek
myopia and bullying, could spread to Macedonia. This internal
little fire will then spread to five other nations and turn into
a major conflagration with Greece and Serbia allied against
Turkey, Albania and Bulgaria. There will be two NATO countries
fighting each other. There will be widespread economic and
political turmoil, not to mention the displacement of millions
of refugees.
But why must it happen? I think there is still hope of preventing
this catastrophe. The world must recognise Macedonia immediately
and stabilise the Balkan region.
Your Excellency, it is in your hands to give peace a chance by
admitting Macedonia into the family of nations.
