A suspect was taken into custody after barricading himself in a home for
more than 12 hours following the shooting of three Washington, D.C.,
police officers Wednesday morning.

Julius James, 46, of Southeast, D.C., was arrested and charged with
cruelty to animals, the Metropolitan Police Department said. Additional
charges for shots fired at police are still pending, according to the MPD.

His arrest came after members of the department's Emergency Response Team
successfully negotiated terms of surrender, according to a press release
from the department.

Three police officers were shot and injured Wednesday morning while
attempting to execute the arrest warrant for the animal cruelty charge.

The suspect remained barricaded in a home on the 5000 block of Hanna Place
SE near Benning Road and continued shooting "sporadically" throughout the
more than 12-hour standoff, police said Wednesday evening.

There was no indication that anyone else was at the residence, police
spokesperson Tom Lynch said.

"This remains an active situation, and the individual has continued to
fire from that location," Metropolitan Police Chief Pamela Smith said at
an earlier news briefing.

The MPD said the suspect surrendered after "several hours" of negotiations
over the phone with the Emergency Response Team.

Smith said at an earlier briefing that there were ongoing negotiations
with the shooter, noting, “Sometimes he’s up, sometimes he’s down.”

The three officers suffered non-life-threatening injuries and were taken
to hospitals, police said.

All three officers will survive, Washington police union chairman Greggory
Pemberton told NBC News as he was leaving Washington Hospital Center,
having just visited the wounded officers.

One officer was shot two times in the chest, Pemberton said, but his vest
stopped both rounds.

The two other officers have serious but not life-threatening gunshot
wounds to their legs, Pemberton said.

There is going to be "some serious recovery time, but thankfully, they're
going to be OK," he said.

Pemberton added that a fourth officer was injured, most likely in a fall,
and was not seriously hurt.

All four officers are now in stable condition and are expected to recover,
the MPD said Wednesday night.

Several blocks were shut down earlier in the day, and multiple schools in
the area were placed on lockdown during the standoff.
